| Staffing for Safety Management | |
A crucial component in the Safety Case for any complex system is the demonstration that there are the appropriate numbers of qualified and experienced staff with all the required skills to cope with possible emergencies, accidents or process faults. Therefore, it is particularly important when an organization is considering downsizing proposals that the staffing requirements for emergency situations are re-assessed to ensure that they are still adequate. Thus, in order to operate safely with reduced staffing levels, it may be necessary to provide additional operator support or to modify some interfaces. For example, it may be necessary to install central monitoring for some parameters that were previously monitored locally.
Achieving the correct complement of staff for a process or system is a key issue in the profitability and efficiency of any industrial concern. To improve productivity, organizations strive to operate with the minimum number of staff. However, staff reduction will generally mean that many safety critical tasks will have to be re-organized and re-assessed.
